A Kazakh bank account for a foreigner: how to open one and send money for an apartment

A foreigner has the right to open an account at a bank in Kazakhstan, but in 2026 this happens only in person: you need a passport, an IIN (individual identification number) and, as a rule, a Kazakh phone number. If the account is for buying an apartment, prepare documents on where the money came from in advance: currency control for individuals starts at $10,000 per transaction.

Can a foreigner open a bank account in Kazakhstan

Yes, non-residents are allowed to, and most large banks work with foreigners. In 2026 an individual non-resident can't open an account remotely, without visiting a branch.

Each bank has its own requirements, and they change several times a year. According to a finuslugi.ru review from April 2026, some banks ask only for a passport, an IIN and a phone number, others want a letter from your employer or school or other proof of why you're in the country, and a card for a non-resident without a residence permit may be issued for up to 12 months. I pass this on as a guide; I check the exact terms with the bank before you arrive.

What a foreigner needs to open a bank account

The right order is: entry and registration, IIN, SIM card, then the bank. Get the steps out of order and you'll lose a day in a queue and come back with nothing.

  • A passport and proof of legal entry
  • An IIN, which is issued only in person at a TsON (Public Service Center)
  • A Kazakh phone number for the app and SMS codes; the SIM card is bought in person with your passport
  • Sometimes: a letter from your employer, a lease, a document on the purpose of your trip
  • For large amounts: documents on where the money came from

How to send money to Kazakhstan to buy an apartment

New currency transaction rules have applied since 19 April 2026. For individuals control starts at $10,000 per transaction: transfers below that threshold go through more easily, while above it the bank looks at documents and the basis for the payment. Some transactions need a registration number for the currency contract, and without it the payment may be held up or returned.

It's better to move the money for the apartment into your own account at a Kazakh bank in advance, not on the day of the deal. Then the bank's check goes smoothly, and you pay the seller by domestic transfer under the contract. Which currency to settle in with a resident seller, and whether your deal needs a registration number, I check with the bank and the notary for your specific case.

There's a practical point too: the deposit is often paid in the first days after you choose an apartment. If you don't have an account by then, you have to bring the deposit in cash or ask for a delay. That's why I put the bank into the plan straight after the IIN, before viewings get going.

What proof of source of funds means

The bank and the notary are required to understand where the money for the apartment came from. You may be asked for bank statements, the sale contract for your previous property, salary or dividend documents, or tax returns.

The larger the amount and the more complex the chain, the more questions. In my experience payments from Russia go through extra checks, while transfers from the UAE, China and Europe usually follow the standard procedure. A document pack prepared in advance saves weeks.

A good rule: put together the chain from income to transfer. For example, the sale contract for your previous apartment, a statement showing the money coming in, and a statement showing the transfer to Kazakhstan. If every link is backed by a document, the bank's questions are settled in one conversation.

Why banks turn foreigners down

A bank doesn't have to explain a refusal, but the reasons are usually predictable. Below are the most common ones and how to avoid them. Nobody can guarantee an account will be opened, me included: the decision is always the bank's.

  • No IIN or Kazakh phone number: go to the TsON and a mobile operator first, then the bank
  • An unclear purpose for the account: work out in advance why you need it (renting, buying a home, work)
  • A large first transfer without documents: keep statements and contracts to hand
  • Your name spelled differently in the passport, the IIN record and the application form
  • Middlemen offering an "account without a visit" or someone else's card: a direct risk of a blocked account and lost money

An account for an LLP with a foreign founder

If the apartment is bought through a Kazakh LLP, the account is opened for the company. This takes 2–4 weeks: the bank checks the ownership structure up to the ultimate beneficiary, the source of the charter capital and the business description. The currency control threshold for legal entities is higher, $50,000 per transaction.

Partner lawyers handle this part together with registering the LLP, and I line up the timing with the deal.

How I help with the account

I'm not a bank and I don't promise approval. My part is to put the steps in order so you arrive at the bank with an IIN, a phone number and the right papers, to suggest which source-of-funds documents to gather for your situation, and to agree the payment scheme for the apartment with the notary.

I worked at Kaspi Bank for several years and understand well how a bank looks at a client and why it asks questions. Help with the account is part of relocation or purchase support, and we fix the price in writing in advance.

Let's sort out the bank before the deal

Tell me which country you'll pay from and roughly how much. I'll suggest the order of steps and the documents so your money doesn't get stuck in checks.
