Dream City Promenade: an independent profile of the Kuldzhinsky Trakt project

Where Dream City Promenade is located

The project is on Kuldzhinsky Trakt in Medeu district, at the eastern entrance to the city. It belongs to BI Group's Dream City line, which is building several clusters in this part of Almaty.

The name refers to Almaty Promenade. According to an akimat announcement reported by bes.media on June 2, 2026, this is a planned public space in the Eastern Gate polycenter covering about 30 ha, with canals, embankments, hotels and leisure areas, scheduled for 2026–2029 with private investment. Today it's a plan, not working infrastructure.

What the project promises

According to Krisha.kz: 5 floors, 277 apartments, a monolithic concrete frame, underground parking, central heating. BI Group adds 3–3.3 m ceilings, apartments of 1 to 4 rooms from 41 to 125 m², and a pre-finish or full renovation with a fitted bathroom.

Facades of travertine, fiber-reinforced concrete and decorative metal panels, Acoustic Pro sound insulation, uPVC windows. The courtyard is closed and car-free, with a gazebo and waterfall, playgrounds, workout and barbecue areas and a security post. Entrances have through-passages and step-free access, windows have child safety locks, and doors have electric locks.

Document status and why it matters

As of October 26, 2026, Krisha.kz states that there are no documents for the complex and the developer has no permits for shared construction. BI Group's own page says the information is published to gauge demand, not to raise money.

So paying for a reservation or a preliminary agreement at this stage is risky. A developer can legally take buyers' money under a standard DDU with a guarantee from the Single Operator, Kazakhstan Housing Company (KZhK), or after the akimat grants permission. Prices had not been published as of the date checked.

What I check at Dream City Promenade

• Whether a construction permit and a Single Operator guarantee have appeared.
• Registration of the standard DDU and the completion date stated in it.
• Which amenities work today: schools, shops, transport.
• The rush-hour drive to the center along Kuldzhinsky Trakt.
• The Almaty Promenade timeline according to akimat documents, not advertising.
• What the full renovation includes, if you choose that option.

Who the project suits

The project may appeal to people who want a low-rise business-class building for less than the foothills and are willing to wait for the eastern part of the city to develop. An investment here is largely a bet that Almaty Promenade gets built on time. I would only buy in once the documents appear, and with a buffer on the timeline.
