Property in Almaty for UAE citizens and residents

UAE citizens enter Kazakhstan visa-free for up to 30 days, while for Dubai residents with another passport, entry rules depend on citizenship, not on the Emirati visa. A foreigner can buy housing in their own name with a residence permit; without one, people buy through an LLP or choose commercial property. Investors from the Emirates usually come for diversification and for premium units, which are scarce in Almaty.

I live in Dubai: which entry rules apply to me in Kazakhstan?

A UAE residence visa has no effect on entering Kazakhstan; only your passport counts. UAE citizens, like citizens of the EU, USA and UK, can stay in Kazakhstan visa-free for up to 30 days. Russians, Belarusians and Armenians follow EAEU rules, and Indian citizens get up to 14 days per trip.

If you're a Kazakh citizen living in Dubai, you don't count as a foreigner for buying purposes, and none of the restrictions on this page apply to you. This is a common situation among my clients from the UAE.

Can a foreigner from the UAE buy an apartment in Almaty?

Housing is registered to foreign individuals who have a Kazakh residence permit. Without one, there are two workable routes: an apartment through a Kazakh LLP (limited liability partnership, locally TOO), or commercial property in your own name.

For people used to Dubai this seems unusual: there, a foreigner buys an apartment in a freehold zone in their own name. Kazakhstan works differently, and I'd rather tell you that on the first call than have you find out from a notary after paying a deposit.

Almaty or Dubai: what does an investor get?

Almaty isn't about high rental yields at the top end. The average gross yield across the city is about 9%, but in expensive apartments in Medeu district it's closer to 6.4%. Tenge deposits in 2026 pay 18–20% a year in nominal terms, though with currency risk.

Almaty's strength is scarcity. There are few ready family apartments of 200–350 m² in low-rise gated buildings, and people search for them for a year and a half to two years. The luxury segment grew in 2026 while the other classes stood still. I show an investor three scenarios, base, cautious and optimistic, and an honest comparison with a deposit.

How to transfer money from the UAE to buy property in Kazakhstan

Payments from the UAE usually go through standard KYC checks. It's best to transfer the money to your own account at a Kazakh bank, which is opened in person after you get your IIN (individual identification number). For individuals, currency control starts with transactions of $10,000 or more, for legal entities $50,000.

The bank will ask where the money came from. If you're a citizen of a third country earning in the Emirates, prepare statements and proof of your UAE income: the bank wants to see the whole chain of where the money came from, beyond the last transfer.

Residence permit for investors: the investor visa and the AIFC programme

The investor visa gives the right to a residence permit for up to 10 years if you invest at least $300,000 in the charter capital of Kazakh companies or in Kazakh securities. With a residence permit, you can register an apartment in your own name. Investors are also exempt from the requirement to live in a resettlement region, which the 2026 pilot introduced for everyone else.

There's a more affordable option too: the Astana International Financial Centre (AIFC) programme. From $60,000 in AIX securities or the capital of an AIFC company gets a 5-year investor visa for the whole family. The fee is $7,750. The Altyn Visa decree promises new benefits for investors, but as of October 2026 it hasn't been implemented. A partner lawyer chooses the specific route.

Which Almaty districts do investors from the Emirates look at?

UAE clients' budgets usually lead to premium locations. Upper Dostyk and Remizovka offer mountain views, low-rise club-style buildings and quiet. Gorny Gigant has Esentai Mall nearby and houses with plots. For renting to expats, Esentai is more convenient: the business centres on Al-Farabi Avenue are within walking distance.

In the foothills I always check the project's seismic design and the soil, and for new projects whether the number of floors complies with regulations: south of Al-Farabi there's a 3-storey limit and a moratorium on new high-rise complexes.

How accompaniment works for clients from the UAE

Most clients from the Emirates fly in once. Before the trip I send a shortlist with video tours and calculations; in Almaty, over 3–4 days, you get your IIN, see the finalists and sign a power of attorney. After that the deal is closed without you, and the money goes from your own account.

I work in English and Russian. After the purchase I can arrange renovation, furnishing and finding a tenant: I rent out 4 apartments myself and have built houses, so I know where people cut corners here and where you mustn't. My commission on a purchase starts at 1%.

This is general information. Legal and tax details depend on your status, so before any deal I confirm them with a notary and a lawyer.

I'll show you premium options before you fly in

Tell me your budget and goal: live there, rent it out or preserve capital. I'll send a shortlist with videos and calculations, and we'll plan the trip so one visit is enough.

How do property yields in Almaty compare with Dubai?

Average gross rental yield in Almaty is about 9%, lower at the top end, around 6.4%. Premium apartments here are bought more to preserve capital in a scarce asset. I calculate every property under three scenarios.

Does Kazakhstan have a golden visa for buying property?

No. The investor visa requires at least $300,000 in company capital or securities, and the AIFC programme from $60,000 in AIX securities. Property doesn't count toward either.

How do I transfer money from the UAE to Kazakhstan to buy an apartment?

By bank transfer to your own account at a Kazakh bank, with documents on the source of funds. For individuals, currency control starts at $10,000. The payment to the seller is made by bank transfer.

Can I buy an apartment in Almaty in one trip?

Yes, if you prepare in advance. On the trip you get your IIN, view options, open an account and leave a power of attorney. The notary and I do the rest without you being there.
